About the Certificate of Environmental Compatibility

On October 14, 2016, the Southline Transmission Project team filed an application with the Arizona Power Plant and Transmission Line Siting Committee of the Arizona Corporation Commission (ACC) for a Certificate of Environmental Compatibility (CEC) to authorize construction of the non-Western Area Power Administration (WAPA) owned transmission facilities within the state of Arizona. These facilities include a new approximately 66 mile 345 kilovolt (kV) transmission line in Cochise County from the Arizona-New Mexico border to the proposed Southline Apache substation to be built east of the existing AEPCO Apache substation near Willcox, the associated facilities to connect the Southline Apache substation to the AEPCO Apache substation, and approximately 5 miles of new 138 kV and 230 kV transmission lines and associated facilities that will connect existing substations to the lines owned and operated by WAPA. The application does not include the proposed upgrade of WAPA’s existing transmission line.
